Under the air cleaner on the back passenger side
On a 91 camaro tpi 305 it is located on the lower passenger side of the throttle body near the tps sensor as well
We do not see a torque specification for this part, but as long as it sits flush and with the use of the thread lock it will stay in place. You will want to simply hand tighten this part, or tighten with a three finger rule on the socket/wrench combination until there is pressure.
Its possible that part could be stuck closed. Only way to know for sure is to remove it an clean it. However I would also buy a throttle position sensor and replace both parts at the same time
