It sounds like the regulator assy is binding I would check the nylon rollers on the assy first to see if they are all in good condition and also check to make sure the tracks are clean and damage free if all is good spray some lithium grease on the tracks and see if that helps

A motor may or may not fix the issue. First make sure the regulator isn't in any bind, make sure you don't hear any cable dragging souds, and that you have a fully charged battery, and 12 volts going to the window motor plug. If that all checks out ok, you can try lubing the rubber track on either side of the window all the way up and down each side, rolling the window up and down periodically. If this makes it work, your all set. If it doesn't help much, I would replace the motor, and as a last result, change the rubber track that the window slides up and down in. I have rarely came across the rubber track needing to be replaced. Most of the time its the regulator in a bind from being wore out, or the motor itself. Hope this helps.
