Yes, they fit the front Dana 60 axle (e.g., I have a 1998 2500 with v10 and rear only ABS and these fit that HD package) . You should make sure you have the four bolt hub and not a three bolt hub.
No these will not come with lugs. You will have to reuse your originals or purchase new ones elsewhere.
